Appeal Process
All faculty, staff, students and visitors of the University who wish to appeal a violation must fill out an within 14 calendar days of the ticket issuance. Each ticket must be appealed separately.
Appeals that are not submitted within 14 calendar days of issue date are ineligible for consideration. An appeal will postpone and delay fines/fees until adjudication. Failure to appeal within the prescribed time limit shall be deemed a waiver of the right to do so.
Graduation or separation from the University does not cancel parking obligations. The registered vehicle’s owner and authorized drivers are responsible for all permits, fines and fees assessed against the vehicle.
Once your appeal has been submitted, you will be sent an email response from park@neiu.edu within 14 calendar days. Please call (773) 442‑4104 or email park@neiu.edu if you do not receive a response to your appeal within 14 calendar days.
Appeals are reviewed by the Citation Appeals Committee. When a decision is made, the appellant will be informed by email within 14 calendar days.
Parking Violation(s) Appeal Procedure
Parking violations are appealed to the Appeals Advisory Committee by following the procedures below. Be sure to read and understand the University's parking rules and regulations before submitting your appeal. All appeals will be considered based on these rules.
Procedure:
- Appeals for parking violations must be made within 14 days from the date of the ticket.
- Appeals must be made via the Parking Department using the
Grounds for Appeals:
- Unjust or unwarranted ticket.
- Extenuating circumstances — a medical or family emergency. (do 1 & 2 need to be stated? I think this section can stand on its own without these two specific 'grounds' identified)
- If you have a valid basis for appeal, complete the appeals form:
- Provide the information as requested. Appeals should be made in the name of the vehicle owner and/or parking decal owner.
- Provide a concise, factual statement justifying the appeal in the space provided.
- Ticket numbers are printed in the upper right corner of the original ticket.
Parking Ticket Appeals Information
- When you become a student at ºÚ°µ±¬ÁÏÍø, you agree to abide by all of the rules and regulations of the University. This includes Parking Rules & Regulations.
- Vehicle owners are responsible for citations issued by the University for violations of its parking rules and regulations whether or not the vehicle was in the owner's control at the time of the citation. It is the responsibility of the vehicle owner to advise any driver of the University's rules and regulations.
- A valid parking decal grants permission to park in a designated area or lot and is NOT a guarantee of a parking space in close proximity to your destination.
- The responsibility for finding a permit-designated parking space rests with the motor vehicle operator. Lack of space is not an acceptable excuse for violation of any parking regulation.
- Other vehicles improperly parked does not constitute a valid excuse for illegal parking.
- If an emergency or other extenuating circumstance is used as an excuse, documented proof must be provided.
- Only the Appeals Advisory Committee can uphold, lessen, or suspend the original fine.
- Record of any past parking violations will be a factor in the Committee’s decision.
- Please allow two (2) weeks for the appeal process. You will be notified by e-mail of the decision.
Digital Submission Requirements
When submitting a citation appeal digitally:
- Complete the in full.
- Attach a clear, full image of the parking ticket to your email submission.
- Include all citation information to assist with proper entry into the system.
Important:
- Appeals submitted without a ticket image will not be accepted.
- Appeal forms can also be filled out in person at the parking office.
Possible Outcomes
Approved
If your appeal is approved, the parking fine will be waived and you will no longer be held accountable. If the ticket was paid in advance, a refund will be issued.
Denied
If your appeal is denied, this means that the Citation Appeals Committee considers you responsible for the fine and expects you to pay the entire parking violation fine and any associated late fees within 30 calendar days of the decision date. Failure to pay within 30 calendar days will result in additional penalty fees. Official transcripts and other documents will not be released from Enrollment Services until such violation fees are paid.
